This issue of Security Issues in the Middle East analyzes events over the June-September quarter, before the September 11 attacks on the United States. The quarterly report covers the ongoing intifada in the West Bank and Gaza strip and the failure of either the antagonists or the U.S. administration to make any progress in moving toward a renewal of negotiations. It also analyzes how theongoing fighting has helped a rift

grow between the Saudi government and the United States. It documents the downfall of the U.K.-U.S. attempt to impose new "smart sanctions" on Iraq, and Saddam's ongoing attempt to foment instability in the region. Finally, the quarterly analyzes the June Iranian election results and concludes that they are indicative of the ongoing stalemate in that country between progressive and conservative forces.
